Healed to Heal Fellowship operates in a socio-political and cultural environment that significantly affects both refugees and host communities in Rwanda. Key factors such as legal frameworks, cultural norms, economic conditions, and social attitudes influence our work, particularly in mental health, economic empowerment, social integration, and drug abuse prevention.

1. Legal and Policy Framework

– Progressive Refugee Laws: Rwanda has inclusive refugee policies, allowing access to education, healthcare, and employment. However, bureaucratic challenges and economic barriers often leave refugees struggling financially.

– Restrictions on Movement & Work: While refugees have rights, legal restrictions on certain professions and difficulties in a limitted economic opportunities, increasing vulnerability to negative coping mechanisms like drug use.

– Government Action on Drug Abuse: Rwandan authorities have strict drug control laws and run awareness campaigns, but enforcement often targets users rather than addressing underlying causes such as unemployment and trauma.

2. Cultural Norms and Practices

– Stigma Around Mental Health & Addiction: Psychological wounds from trauma, war, and displacement are often overlooked due to societal stigma. Many individuals are reluctant to seek help for emotional distress or substance abuse.

– Traditional Healing and Modern Therapy: Some community members prefer traditional healing over formal therapy, requiring us to balance community-based approaches with evidence-based mental health and addiction recovery practices.

3. Economic and Social Factors

– Poverty and Unemployment: Both Rwandans and refugees struggle with limited job opportunities, leading some especially youth to substance abuse as an escape from economic hardship.

– Limited Access to Rehabilitation Services: Formal addiction treatment programs are scarce and costly, leaving many without proper support to recover from drug dependency.

– Social Integration Challenges: Refugees often face social isolation, making them more vulnerable to peer pressure and drug use as a coping mechanism.

Ideologies and Community Dynamics – Self-Reliance and Resilience: The Rwandan government and international organizations promote self-reliance, aligning with our empowerment-focused approach. – Faith and Community Support: Religious and social networks play a crucial role in healing, recovery, and drug abuse prevention, offering moral and emotional support.
